Rep. Bucshon Celebrates Wins for Indiana in 2023

WASHINGTON – U.S. Representative Larry Bucshon, M.D. (R-IN-08) released the following statement recapping his work in 2023 on behalf of the people of Indiana’s 8th Congressional District as the first session of the 118th Congress concludes:

I was honored to continue my efforts to promote a conservative agenda for all Hoosiers and Americans throughout 2023,” said Dr. Bucshon. “As we enter the new year, I will continue to fight for the issues that matter most to the people of Southern and West Central Indiana, working to improve patient access to healthcare, unleash American energy, secure the southern border and stop illegal immigration, bolster America’s national defense, promote fiscal responsibility, establish educational opportunities, protect the sanctity of life, strengthen the economy and cut taxes, and support rural communities.”

FOCUSING ON HOOSIERS

Remaining Responsive: Dr. Bucshon’s office had a total of 675 cases closed that involved 48 total federal agencies. This constituent work resulted in more than $3 million being returned to Hoosier taxpayers. His team also expedited 143 passports for Hoosiers in the 8th Congressional District. 

Prioritizing Accessibility: Dr. Bucshon’s team coordinated 173 tours of the United States Capitol in Washington, DC serving nearly 1,000 constituents. His offices in Terre Haute and Evansville remained open to ensure his team is accessible to all Hoosiers.

Communicating Through Local Media: Dr. Bucshon reached more than 2 million homes in Indiana through regular interviews with television and radio outlets. 


IMPROVING PATIENT ACCESS TO HEALTHCARE

Modernizing the Organ Transplantation Process: In September, President Biden signed into law the bipartisan Securing the U.S. Organ Procurement and Transplantation Network Act (H.R. 2544), which was introduced by Dr. Bucshon and Rep. Robin Kelly (D-IL-02). This critical legislation will expand the pool of entities who can contract with the U.S. Organ Procurement and Transplantation Network (OPTN) and modernize the system to protect and expedite the organ transplantation process.

It will allow for the Health Resources and Services Administration (HRSA) to run a competitive process to choose from the best contractors for different national OPTN functions (e.g., health IT, logistics. A better-performing national OPTN will better serve patients across the country and save lives. Dr. Bucshon will continue to work with agencies and stakeholders to ensure appropriate implementation of the legislation. 

Lowering the Cost of Health Care by Increasing Transparency & Competition: Dr. Bucshon fought for passage of H.R. 5378, the Lower Costs, More Transparency Act. Dr. Bucshon has been a leading voice in calling for legislation to address the rising costs of healthcare and believes this bill is a critical first step in the right direction. It would:

  • Empower patients and employers to shop for health care and make informed health care decisions by providing timely and accurate information about the cost of care, treatment, and services.
  • Lower out-of-pocket costs for seniors who receive medication at a hospital-owned outpatient facility or doctor’s office. 
  • Support Community Health Centers, training for new doctors, and hospitals that care for uninsured and low-income patients. 

Protecting America’s Healthcare Workers: Dr. Bucshon and Rep. Madeleine Dean (D-PA-04) introduced the Safety from Violence for Healthcare Employees (SAVE) Act (H.R. 2584). This bill, which is modeled after current protections for aircraft and airport workers like flight crews and attendants, would:

  • Criminalize assault or intimidation of hospital employees, with protections for individuals who may be mentally incapacitated due to illness or substance abuse. 
  • Deter further violence and ensure future offenders are given proper punishments for their crimes.

Dr. Bucshon’s bipartisan legislation is supported by the American Hospital Association (AHA), the American College of Emergency Physicians (ACEP), the Indiana Hospital Association (IHA), and Indiana Organization for Nursing Leadership (IONL). In October, Dr. Bucshon co-authored an op-ed emphasizing the importance of this legislation. 

 Supporting Access to Medicare Providers:Dr. Bucshon has spent most of the last decade attempting to fix the Medicare reimbursement challenges America’s doctors continue to face. This year, physicians paid by the Fee Schedule are facing a 3.4% across-the-board cut to 2024 reimbursement, and Dr. Bucshon is working to change that. He has held conversations with leadership, committees of jurisdiction, and Members on both sides of the aisle to ensure that upcoming legislation moving through Congress addresses this problem. In November, Dr. Bucshon raised the issue at a Health Subcommittee markup and proposed providing an adjustment tied to MEI. 

Earlier this year, after reviewing responses to the bipartisan RFI he requested from stakeholders at the end of 2022, Dr. Bucshon introduced the Strengthening Medicare for Patients and Providers Act H.R. 2474, bipartisan legislation that would modernize the Medicare physician payment system. The Hill published a joint-op led by Dr. Bucshon, Dr. Mariannette Miller-Meeks (R-IA-01), Dr. Ami Bera (D-CA-06), and Dr. Raul Ruiz (D-CA-25) on the importance of passing this critical legislation. H.R. 2474, would, in part:

  • Apply a permanent, inflation-based update to the Medicare Physician Fee Schedule. 
  • Avoid a possible physician shortage for Medicare beneficiaries that would undermine patient access to care.
  • Help physicians’ practices — many of whom operate as small business owners — more effectively navigate the ever-changing economic factors that impact their practices, including rising medical costs, workforce and labor challenges, administrative burdens, office rental prices and more.

Dr. Bucshon’s bipartisan legislation is supported by the American Medical Association (AMA) and 120 state medical societies and medical specialties. 

Reforming Diagnostic Testing: Dr. Bucshon introduced the bipartisan Verifying Accurate, Leading-edge IVCT Development (VALID), Act, which would modernize the review process for diagnostic testing, clarify the regulatory authority between the Food and Drug Administration (FDA) and the Centers for Medicare and Medicaid Services (CMS), and limit duplication between the two agencies by ensuring uniform standards are in place that support innovation, giving Americans the assurance they need to rely on their test results.

The FDA has set diagnostic testing reform as one of their top priorities and has urged Congress to enact legislation that will both solidify its authority to review such tests and, more importantly, provide the agency the framework and resources it needs to effectively do so. Dr. Bucshon and Rep. Diana DeGette’s (D-CO-01) VALID Act would achieve both of these objectives.

In October 2023, the FDA released a proposed rule to ensure the safety and effectiveness of laboratory developed tests. Dr. Bucshon and Rep. DeGette emphasized how this proposed rule recognized the need for action in this space and in order to ultimately ensure the analytical and clinical validity of tests and promote patient safety, Congress must pass the Verifying Accurate, Leading-edge IVCT Development (VALID) Act. 

UNLEASHING AMERICAN ENERGY

Restoring American Energy Independence: Dr. Bucshon helped champion H.R. 1, the Lower Energy Costs Act, upholding House Republicans’ Commitment to America to flip the switch and unleash American energy. H.R. 1 would, in part:

  • Increase domestic energy production.
  • Reform the permitting process for all industries. 
  • Reverse anti-energy policies advanced by the Biden administration. 
  • Streamline energy infrastructure and exports. 
  • Boost the production and processing of critical minerals.

H.R. 1 included legislation introduced by Dr. Bucshon, the Securing America’s Critical Minerals Supply Act (H.R. 1068), that will address the broad set of ‘critical energy resources’ to help the Department of Energy properly assess our nation’s energy supply, identify resources that are critical to our economy, locate vulnerabilities in the supply chains of critical energy resources, and determine the extent to which critical energy resources play a role in developing new energy technologies. In a House Energy and Commerce Committee hearing earlier this year, Dr. Bucshon highlighted the need for this legislation as a small but significant tool to help secure our nation’s energy needs. He also spoke on the House Floor to urge his colleagues to support this critical legislation.

Promoting Reliable, Affordable Approaches to Clean Energy: Dr. Bucshon advanced two pieces of legislation that he authored out of the House Energy and Commerce Committee’s Energy, Climate, and Grid Security Subcommittee, the Affordable HOMES (Housing Over Mandated Efficiency Standards) Act and the Advanced Reactor Fee Reduction Act. As a senior member of the House Energy and Commerce Committee, Dr. Bucshon has continually rejected the Biden administration’s rush-to-green agenda, emphasizing that our nation’s energy policy doesn’t have to be a zero-sum game and that’s why we need an all-of-the-above approach to support economic growth and secure our grid’s reliability while limiting government overreach.

The Affordable HOMES Act would repeal Section 413 of the Energy Independence and Security Act (EISA) of 2007 and would ensure that the Department of Energy’s (DOE) final rule on Energy Conservation Standards for Manufactured Housing will have no force or effect. This legislation has received strong support from the Manufactured Housing Institute (MHI) which is the only national trade association that represents every segment of the factory-built housing industry. In 2022, the manufacturing homes industry produced nearly 113,000 homes, accounting for approximately 11 percent of new single-family home starts. More than 30 percent of these new homes were Energy Star certified and even more were built to meet or exceed those standards.

The Advanced Reactor Fee Reduction Act would amend the Nuclear Energy Innovation and Modernization Act, to update the fees charged by the Nuclear Regulatory Commission (NRC) for advanced reactor applicants, in hopes of removing some of the barriers to participation for first of kind technology. 

 Preserving Consumer Choice: Dr. Bucshon co-sponsored and voted to pass the Preserving Choice in Vehicle Purchasing Act (H.R. 1435). His vote was a rejection of the Biden administration’s effort to ban the sale of new combustion engines by 2035, using climate change as a political tool to strengthen Washington Democrats’ control of the economy. H.R. 1435 will protect America’s automotive future and defend the American people’s ability to choose the affordable vehicles that best suits their needs.  

Dr. Bucshon also joined Congressional colleagues in sending a letter to Speaker Mike Johnson and Leader Mitch McConnell opposing the Environmental Protection Agency’s (EPA) proposed rule that would effectively require that over 2/3 of all vehicles sold in the U.S. be fully electric in less than nine years. 

Dr. Bucshon has remained active in the House Energy and Commerce Committee and on social media, emphasizing the importance of rejecting the Biden administration’s costly and counterproductive rush-to-green energy agenda. He has continued to promote an all-of-the-above approach to support economic growth. 

Preventing the Draining of the SPR: Dr. Bucshon voted to support the Strategic Production Response Act (H.R. 21). This bill would prevent the Biden administration from using the Strategic Petroleum Reserve (SPR) in a non-emergency situation to manipulate the domestic energy market. 

The United States’ Strategic Petroleum Reserve is intended for use in short-term emergencies. According to the DOE, there were only three emergency drawdowns prior to this current Administration: in 1991 to account for the supply disruption due to Operation Desert Storm, in 2005 to respond to Hurricane Katrina, and lastly in 2011 to help boost global oil supply during the Arab Spring. Over the last two years, however, President Biden has attempted to utilize the SPR to drive down the price of oil for Americans at home. This action has only drained our critical reserves and acted as a band-aid fix for the Administration’s reckless energy strategy. 

SECURING THE SOUTHERN BORDER AND STOPPING ILLEGAL IMMIGRATION

Holding the Biden Administration Accountable: Dr. Bucshon voted to pass H.R. 2, the Secure the Border Act, as a meaningful first step to securing our southern border and addressing the national security and humanitarian crisis. H.R. 2 would, in part:

  • Force the Biden Administration to restart construction of the border wall.
  • Deploy critical technology to the southern and northern border.
  • Increase the number of Border Patrol agents and provide bonus pay.
  • Require transparency regarding illegal crossings from the Department of Homeland Security.
  • Strengthen current law to protect unaccompanied children from human trafficking.
  • End the catch and release strategy. 
  • Strengthen and streamline the asylum process.

Dr. Bucshon cosponsored the Legal Workforce Act (H.R. 319) to direct the Department of Homeland Security to create an electronic employment eligibility confirmation system modeled after E-Verify, and strengthens penalties on employers who knowingly hire illegal immigrants and for individuals who knowingly submit false information to the E-Verify system. 

Combatting Fentanyl Flooding American Streets: Dr. Bucshon was a leading voice to pass the HALT Fentanyl Act (H.R. 467) ensuring law enforcement has the tools they need to keep extremely lethal and dangerous drugs off American streets. The bill also ensures practitioners can research fentanyl-related substances (FRS) to better understand its overall effects on people’s health. In a hearing this summer on the HALT Fentanyl Act, Representative Bucshon pressed a witness to admit that the southern border is the primary way illicit fentanyl is entering the United States. 

Illicit fentanyl poisonings are now the number one cause of death among adults 18-49 in the United States, more than cancer, heart disease, and car accidents. If Congress did not pass the HALT Fentanyl Act, and the emergency class-wide scheduling order expired:

  • Many fentanyl-related substances will become street-legal.
  • Law enforcement will lose the authority to seize these extremely lethal drugs.
  • Drug traffickers will be empowered to push deadlier and deadlier drugs on our streets, skirting federal law by changing as little as one molecule in the fentanyl formula to create legal variations.
  • U.S. Customs and Border Protection will lose the authority to seize these substances crossing the border. 

Preventing National Parks from Housing Illegal Immigrants: Dr. Bucshon voted to support the Protecting our Communities from Failure to Secure the Border Act (H.R. 5283), which seeks to protect local communities and America’s national parks from the Biden administration’s failures at the southern border by prohibiting taxpayer dollars from being used to house illegal immigrants on federal lands owned by the National Parks Service, U.S. Fish and Wildlife Service, Forest Service, and Bureau of Land Management. 

H.R. 5283 also revokes a Department of Interior lease in New York City, which bypassed standard review processes, to house thousands of migrants in an active community park. 

BOLSTERING AMERICA’S NATIONAL DEFENSE 

Supporting America’s Troops Abroad: On Veterans Day Weekend, Dr. Bucshon joined a bicameral delegation in visiting Indiana National Guard troops at Camp Simba in Manda Bay, Kenya. The delegation also visited with U.S. forces at Camp Lemonnier in Djibouti. Dr. Bucshon served in the United States Navy Reserve for almost a decade and believes those who served our country deserve the utmost respect. You can find photographs from Dr. Bucshon’s trip here

Providing Security and Stability Across the Globe: Dr. Bucshon has advocated for Congress’ continued support of Ukraine in their war against Russia along with more transparency from the Biden administration concerning where taxpayer dollars are being used. Dr. Bucshon joined U.S. Senator Todd Young (R-IN) in penning an op-ed published by the Indianapolis Star regarding the importance to U.S. national security for providing aid to Ukraine and Israel. They argue the United States must provide security and stability in Europe and the Middle East or else much larger and costlier conflicts will arise and ultimately require U.S. troops to be deployed abroad.  

In May 2023, Dr. Bucshon introduced the bipartisan REAL ID Eligibility (RIDE) for Ukraine Act to grant REAL ID-eligibility to Ukrainian refugees. Without this legislation, Ukrainians fleeing the Russian invasion are ineligible for REAL ID-compliant documents, including driver’s licenses and state IDs, in 31 states including Indiana. This issue has presented several challenges for those that have been granted asylum by the United States, which includes but is not limited to, securing and maintaining employment in sectors that require a REAL-ID compliant license. 

This legislation was modeled after a similar fix from 2021, when refugees from Afghanistan that faced similar impediments in obtaining REAL-ID eligible documents were given relief by Congress. While some individual states are working on a state-level fix for Ukrainian humanitarian parolees, a federal legislative solution is required to comprehensively address the issue. 

Standing with Israel: Following the brutal and inhumane terrorist launched by Hamas on Israel, Dr. Bucshon joined 380 of his colleagues in the U.S. House of Representatives in cosponsoring a resolution to affirm the United States’ unwavering support of Israel. The resolution reaffirmed the U.S. commitment to aid Israel through security assistance and emphasized support of Israel’s right to self-defense. The resolution also strongly condemned Iran for providing financial support to Hamas and other terrorist groups in the region.

Dr. Bucshon also cosponsored and voted to support the Israel Security Supplemental Appropriations Act (H.R. 6126), which provided critical supplemental funding for Israel. This vote reaffirmed Dr. Bucshon’s unwavering support for Israel following the terrorist attack launched by Hamas, which resulted in the death of over 1,400 Israelis and 33 Americans. 

Preventing Iran from Accessing Fungible Assets: Dr. Bucshon voted to pass the No Funds for Iranian Terrorism Act  (H.R. 5961), which will permanently freeze the $6 billion the Biden administration released in their hostage deal with Iran in September. H.R. 5961 imposes immediate, mandatory sanctions to limit Iran’s ability to continue to fund terrorism, develop nuclear weapons, and oppress its people. 

Dr. Bucshon has consistently warned that the United States cannot stand idly by while Iran disregards current and past agreements, fuels state-sponsored terrorism, and vows to eliminate Israel. 

Funding U.S. Military Priorities: Dr. Bucshon voted in support of the FY2024 NDAA (H.R. 2670) which is critical in supporting the brave men and women who volunteer to protect our freedoms. The FY2024 NDAA will enable our military to confront the threats to our national security that are on the horizon in the 21st century – including the Chinese Communist Party’s increased military aggression – by ensuring that our national defense is properly funded and that our troops have the tools they need to get the job done.  It also will ensure that our troops and their families are properly cared for by authorizing a 5.2 percent pay raise – which is the largest pay raise in over 20 years – and takes important steps to push back against the Biden Administration’s woke agenda that has no place in our military.  

Highlights of the FY2024 NDAA include:

  • Authorize $875.4 billion in defense funding and $1 billion for non-defense activities. 
  • Repeal of DoD’s mandate that active and reserve servicemembers receive the COVID-19 vaccine.  
  • Reaffirmation of the rights of parents of children attending DoD schools to review curriculum, instructional materials, and disciplinary policies.  

PROMOTING FISCAL RESPONSIBILITY

Reining in Wasteful Washington Spending: Dr. Bucshon voted in support of the Fiscal Responsibility Act (H.R. 3746) to restore fiscal sanity and hold Washington accountable. Over the past two years, President Biden and Democrats in Congress recklessly added trillions to our nation’s debt, setting off record high inflation rates and accelerating America down the path of fiscal insolvency. The bill would address this problem, in part, by:

  • Enacting consequential reforms to SNAP and TANF to save taxpayer dollars, get Americans back to work, and grow the economy. 
  • Rejecting the Biden administration’s $5 trillion in proposed new tax increases, new government mandates, and new federal programs. 
  • Cutting red tape and streamline energy and infrastructure projects, providing the first significant reform to NEPA since 1982.

Dr. Bucshon voted for the Limit, Save, Grow Act of 2023 (H.R. 2811) which would responsibly raise the debt ceiling by limiting Washington’s irresponsible spending, saving taxpayer dollars, and growing the American economy. 

Highlights from the bill include:

  • Cap FY24 spending at FY22 levels and limit the annual growth of discretionary spending to 1%.
  • Save Americans taxpayers $4.8 trillion through 2033.
  • Implement the REINS Act to require Congressional approval on rulemakings with a price tag of more than $100 million.
  • Stop President Biden’s student loan giveaway that makes 87% of Americans without student loans pay for those who do.

Holding the Biden Administration Accountable: Dr. Bucshon voted to pass the Family and Small Business Protection Act, blocking the Biden administration from adding 87,000 new agents to the IRS. This legislation would rescind over $71 billion in funding to the IRS that would lead to more than 700,000 audits on Americans earning less than $75,000 or less. 

Dr. Bucshon has remained active in the House Energy and Commerce Committee and on social media, calling out the failures of ‘Bidenomics’. He has actively called for the reduction of federal regulations and for spending cuts in order to support Hoosier families. Dr. Bucshon has specifically focused on record-high inflation rates caused by the Biden administration and believes curbing spending is an important first step in providing relief for the American people.

ESTABLISHING EDUCATIONAL OPPORTUNITIES 

Helping Students with Disabilities: Dr. Bucshon joined Rep. Erin Houchin (R-IN-09) to introduce the 21st Century Dyslexia Act. The bill would modernize Dyslexia identification to help reduce the chances of the learning disability going unidentified in students. Dr. Bucshon and Rep. Houchin were joined by Rep. Julia Brownley (D-CA-26) and Rep. Bruce Westerman (R-AR-04) in the House and the bill was introduced in the Senate by Dr. Bill Cassidy (R-LA).

Dr. Bucshon also introduced the Respond, Innovate, Support, and Empower (RISE) Act. This bill would allow college students to use a variety of existing documentation as proof of a disability when seeking accommodations on campus, saving students and families money, and simplifying access to accommodations. Students are currently required to obtain expensive and redundant evaluations before higher education institutions grant access to special education services. Specifically, the legislation would:

  • Require colleges and universities to inform students, families, and faculty about available accommodations for students with disabilities.
  • Authorize an additional $10 million in funding for the National Center for Information and Technical Support for Postsecondary Students with Disabilities. 
  • Mandate colleges to improve reporting on academic outcomes for students with disabilities.

Expanding Parental Rights: Dr. Bucshon voted in support of the Parents Bill of Rights Act (H.R. 5), historic legislation that will ensure school districts put parents and students first. The legislation promotes fire commonsense principles which include:

  • Parents have the right to know what’s being taught.
  • Parents have the right to be heard. 
  • Parents have the right to see the school budget and spending. 
  • Parents have the right to protect their child’s privacy. 
  • Parents have the right to be updated on any violent activity at school.

Promoting Indiana Students: Dr. Bucshon celebrated the 2023 winners of the 8th District Congressional Art Competition, which is part of a nationwide visual art competition to recognize the artistic endeavors of high school students. Dr. Bucshon’s office received close to 70 submissions from across Indiana’s 8th District and was proud to announce Kori Leverenz as the overall winner and Zoe Booth as the People’s Choice Award winner. 

Dr. Bucshon also announced the winners of the 2023 Congressional App Challenge for Indiana’s 8th Congressional District. The Congressional App Challenge is a competition designed to engage students from across the country in computer science and coding. More than ever before, Science, Technology, Engineering and Math (STEM) skills, including computer science, are vital to compete in the workforce, to build a culture of innovation and to spur economic growth. The competition is intended to promote student engagement in STEM fields and to encourage them to pursue skills that will serve them throughout their careers. Students in middle or high school are encouraged to compete by creating and exhibiting an app for mobile, tablet, or computer devices on a platform of their choice. This year’s first place winners were Tolen Schreid, Jonah Wu, Michael Grief, and Nicholas Braeman from the Signature School in Evansville.  

PROTECTING THE SANCITY OF LIFE

Establishing Protections Under the Law: Dr. Bucshon co-sponsored the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2023 (H.R. 7) which would prohibit the use of federal funds, except in certain cases, to provide abortion services and would prohibit the federal government from offering subsidies for health insurance that covers those services. 

The bill would also prohibit federal health care facilities or federal employees from providing abortion services. 

 Dr. Bucshon voted to pass H. Con. Res. 3, a resolution that condemned attacks on pro-life facilities, groups, and churches and H.R. 26, the Born-Alive Abortion Survivors Protection Act, ensuring that babies born alive after an attempted abortion receive medical care and legal protection.   

Celebrating the Reversal of Roe v. Wade: Dr. Bucshon joined House Republicans in supporting H.R. 546, a resolution commemorating the one-year anniversary of the historic Dobbs vs. Jackson Women’s Health decision. Dr. Bucshon remained extremely active in his efforts to defend the unborn and protect the sanctity and was honored to earn an A+ rating from the Susan B. Anthony Pro-Life America National Scorecard and a 100% rating from the National Right to Life Committee. 

STRENGTHENING THE ECONOMY AND CUTTING TAXES:

 Cutting Taxes for Hoosier Families and Businesses: Dr. Bucshon has cosponsored multiple pieces of legislation, such as the Main Street Tax Certainty Act (H.R. 4721) and the American Innovation and R&D Competitiveness Act (H.R. 2673), that will make tax deductions for qualified business income permanent and will permanently allow immediate research and development expensing for businesses, respectively, helping Hoosier businesses thrive.

Dr. Bucshon introduced the bipartisan Promoting Resilient Supply Chains Act (H.R. 6571) to establish a program to have the Department of Commerce study and work with American businesses to find where their supply chain vulnerabilities are, and how to strengthen them so that producers do not suffer from the same bottlenecks that occurred in recent years in areas ranging from semiconductors in vehicles to drug precursors in the pharmaceuticals needed to keep Hoosiers healthy. 

Dr. Bucshon cosponsored the Leveling the Playing Field 2.0 Act (H.R.3882) to strengthen U.S. trade laws to fight against unfair trade practices that distort markets by competitors, like China, and hurt Hoosier manufacturers and workers.

SUPPORTING RURAL COMMUNITIES:

Advocating for 2023 Farm Bill Priorities: Dr. Bucshon has remained active in advocating for Indiana’s priorities in the 2023 Farm Bill, and supported legislation to extend the current Farm Bill until September 30, 2024 to ensure that critical agricultural programs did not lapse and to give Congress time to pass a new Farm Bill. He recognizes that Hoosier farmers are the backbone of the Hoosier economy as they support 946,000 jobs and 55,000 farms across the state. Dr. Bucshon’s priorities include:

  • Ensuring that crop insurance and commodity programs are fully supported.
  • Keeping conservation programs voluntary and incentive based.
  • Funding tools to prevent Foreign Animal Diseases. 
  • Supporting the Market Access Program and Foreign Market Development to ensure that Hoosier agricultural products are able have a level playing field when being sold abroad.
  • Keeping SNAP as part of a unified Farm Bill. 

Dr. Bucshon joined a letter with the entire Indiana House delegation laying out these priorities. The letter was sent to House Agriculture Committee Chairman Glenn “GT” Thompson (R-PA-15) and Ranking Member David Scott (D-GA-13). 

Protecting Landowners Private Water Sources: Dr. Bucshon voted in support of a resolution that would prevent the Biden administration from implementing its flawed Waters of the United States (WOTUS) rule, protecting the ability of Hoosier farmers, businesses, and other landowners to manage their own private water sources. The dangerous WOTUS rule would allow the federal government to make case-by-case jurisdictional determinations for water features such as streams, drainage ditches, and ponds, while arbitrarily placing farmers who make changes on their own property at risk of civil and criminal penalties.
